It is the title of the Conference which will take place in Catania, the 19 November, at 9.30 a.m. in Palazzo Esa. The meeting has been organized within the DSE project by the Region of Sicily, by Catania Asp on cooperation with the regional Regional Councillor for Equality.

In Sicily and Latium next dates with DSE

Catania and Castel Sant Angelo will be next towns to host DSS related conferences. First meeting in Sicilian town, scheduled for November 19Th , with the title “University for everybody” and will face the academic education subject as a tool for inclusion.In Castel Sant’ Angelo on December the 3rd “. The conference with the title “Sport to enhance differences”, will see as main protagonist people with disability which will tell how, thanks to the sport practice, it is possible to overcome communicative and relational barriers.

 


Good Practices: for the well-being and employment of the people with disabilities

The training and occupational paths of the people with mental disabilities: these are the topics tackled in the course of a round table that was held in Catania on the 18th of June at 10.00 a.m. at the Nettuno hotel. The initiative was organized by the Department of Mental Health of the Provincial Health Unit of Catania in the framework of DSE.

DSE Project at the PA Forum

The project “Disability and Social Exclusion” was presented at the PA Forum on May 18th at 10.00 at the Sala Officine pavilion 7. DSE aims at propelling the public administrations to plan together with the people with disabilities and their relatives; to favour the knowledge transfer on the basis of the experiences gained so far; to encourage the spread of a new culture towards the persons with disabilities so that the policies, the facilities and the services will be more and more inclusive. The following guests will take the floor: Isabella Menichini, Director General of IAS; introduction:Giovanni Paolo Bernini, Councillor of the Municipality of Parma will present the experience of the Agency for the policies for persons with disabilities of the Municipality of Parma; Paolo Anibaldi, Mayor of the Municipality of Castel Sant’Angelo; Roberto Ortoleva, Medical Manager of the Provincial Health Unit 3 of Catania; Anna Maria Comito President of COFACE – handicap; Gianfranco Bedin, responsible for the Socio-Educational area of Don Gnocchi Foundation.

The age of majority is the first turning-point also for the people with disabilities

In Italy there are about 3 million people with disabilities, this figure is equivalent to almost the 5 per cent of the entire population. How many people will turn 18 in 2010? Is our country ready to overcome discriminating behaviours and favour a real inclusion in the respect of the attainment of new rights? both boys and girls with disabilities have the right to reach the age of majority and to be able to dream, like anyone at that age, their independence thanks to a job, freedom in making decisions and in planning their future. These are the topics that have been tackled during the conference 'The age of majority of people with disabilities', organized by the Municipality of Parma partner of the project “Disability and Social Exclusion” (DSE), co-financed by the European Commission, e coordinated by the Institute for Social Affairs (IAS) in collaboration with , Don Carlo Gnocchi Onlus Foundation, Coface handicap, la Region of Sicily, the Municipality of Parma, the Municipality of Castel Sant'Angelo (RI), West, Regesta and the support of the Welfare Ministry.

Women with disabilities: towards the assertion of women’s rights

The multiple discrimination is a reality that is still burdening the women with disabilities. According to the outcomes of the round table on this topic held by the Municipality of Parma, women have to deal with cultural, gender, social inclusion and occupational barriers. To spread a new cultural approach, to invest in training and information activities, in projects of peer consultancy (women with disabilities support other women with disabilities), are just few of the proposals emerged during the meeting organized in the framework of DSE project. “Gender and disability policies have marched on parallel tracks”, pointed out Daniela Bucci, consultant at FISH, “without taking into consideration the situation of women with disabilities, who cannot benefit from conditions of equal opportunities, neither with respect to the other women with disabilities nor with respect to the other men with disabilities.” In our country the idea that a woman with disabilities cannot cope with it is deeply rooted and therefore she is left lonesome with her determination and obstacle course. A change in the approach means helping women to become aware of their own capabilities, encouraging them to get by with their life path ( both in the personal and professional fields), to listen to their needs, and with respect to always consider them for what they are: women, with their individuality, their ambitions, their dreams and sexuality. During the round table, the importance of the entry of gender dimension into the UN Convention on the Rights of Persons with Disabilities, has been remarked several times. “In the course of the negotiations, we fought for the approval of article 6, totally dedicated to the protection of women with disabilities”, this was the comment of Isabella Menichini, Director General of the Institute for Social Affairs.

Castel Sant’Angelo: Manichini, the Red Cross project is already a good practice

With the passing of time the problems of the elderly increase. The attainment of the third age for the people with disabilities often contributes to weigh down their conditions, especially for those who live in small towns where sometimes there is a lack of essential services. The mayor of Castel Sant’Angelo , Paolo Anibaldi opened the Round Table on the issue “Do people with disabilities have the right to reach the third age?”. “It is vital to be able to guarantee the right to choose where to live, in particular to the elderly, that because of their personal history, culture and lifestyle are deeply attached to their roots and it is in their hometown that they intend to spend every single day of their life. But in small communities like ours, in order to bridge the gap of the chronic lack of financial resources it is necessary to come up with new ideas.” Ours is “house-to-house Health Service” stated the mayor. Director General of the Institutes for the Social Affairs, Mrs Isabella Menichini, spoke about new ideas and presented the European project “Disability and Social Exclusion” and described it as “a container of good practices” in which the elderly can find an answer, exchange ideas and understand how to cope with the problem of disability in a metropolitan area like Milan or in the region of Tuscany, or in a big municipality like Parma or in a small town like Castel Sant’Angelo. Furthermore, Mrs Menichini explained the municipality of Castel Sant’Angelo in the European project as representative of rural areas. This municipality in fact, has already launched an experimental project, in collaboration with the Italian Red Cross, that will support the elderly and their right to receive adequate health care. A disused railway station will be turned into a care centre for the elderly: health assistance, physical examinations, medicines purchase, etc. The project can already be considered a “good practice” and it has been created to facilitate the life of those who chose to continue living in their house in a small town.

Here are the Italian projects for the European Year for combating Poverty and Social Exclusion.

The Ministry of Welfare has announced those projects that will receive a co-funding for the implementation of the National Programme in the framework of the Year for combating Poverty and Social Exclusion. The Region of Lazio presented the largest amount of projects followed by the Regions of Lombardy and Campania. The Regions of Trentino and Valle d’Aosta rank at the bottom. € 500,000 will finance 13 projects that, in the 60% of cases, were presented by the associations and by the social cooperatives. The average duration of the activities foreseen by the projects is ten months. The initiatives mainly address families, young people, children and adolescents. Some projects address the people with disabilities (about 1%) such as “to run…tomorrow” an idea of the association of Campania “ pro handicap anche noi”, that has received a funding of € 40,000. Among the plans that were presented and co-financed some aim at the spotting of strategies to fight poverty, some others take aim at the organization of events at national and local level in order to increase knowledge and awareness. Finally, the funding was also employed for projects addressing researches, studies and investigations to become more familiar with the issue, to monitor and evaluate the related policies or to create nets to foster the exchange of practices and methodologies.

Launch of the European Year for combating Poverty and Social Exclusion.

On the 15th of February Minister Maurizio Sacconi will officially launch the European Year fo Combating Poverty and Social Exclusion. For this occasion the DSE site will be loaded with news, and interviews related to the ongoing initiatives in our country. DSE project aims at the reduction of social exclusion of the persons with disabilities and shares many strategic goals with the national Italian Programme. The starting point is the recognition of people’s right, especially of those with disabilities that in some cases suffer forms of multiple discriminations. Furthermore, it is stressed that these people need to have the guarantee of a life with dignity in order to play an active role in society.

The government launches the national campaign for the gift against loneliness and poverty.

“A widespread war against loneliness”. In his opening speech for the European Year for Combating Poverty and Social Exclusion, Minister Sacconi pointed out the conditions of hardships typical of those people who live without sustenance. Furthermore, he identifies the measures to be followed to achieve social inclusion. In his speech there is a clear reference to the people with disabilities especially in those contexts where the assistance services cannot bridge marginalization. Those who are forced to live without bread and butter do not have access to a life with dignity (nutrition, home, education, job and services) and they are excluded from an essential part of their life, that is also made of perspectives and relations. The poor and the people with disabilities have needs and sufferings that generates loneliness. The first step to fight exclusion makes it necessary to spot all this deprivation.

Combating social exclusion: the challenge is in the good practices. The President of the Institute for Social Affairs, Giulio Boscagli, for an effective, useful and accessible site

“We must all achieve, facilitate and support a deep work for social and cultural compliance: a path of full inclusion of the person with disabilities that is considered as a whole and in relation with the environment. It means that by knowing and understanding the needs of people we must be able to offer adequate and fruitful answers. The site "Disability and social exclusion" has been created with these aims and with the ambitious goal to strenghten the fight for social exclusion of the people with disabilities.”

Policies for the inclusion of persons with disabilities and support to their famiglie. Can Europe help us?

Last 14 December in Reggio Calabria an important round table took place. The event, organized by Coface Handicap in collaboration with the Institute for Social Affairs, saw the participation of more than 600 people among which, families, people with disabilities as well as experts and representatives of the Institutions. Anna Maria Comito, president of Coface-handicap, threw light on the essential role played by European families in providing assistance to a relative with disabilities, and all the problems it implies. Furthermore, the president stressed the value of the European Charter for family assistant in order to guarantee that families receive the adequate social, financial and juridical support. The project “Disability and Social Exclusion” was presented by Rita Monaco, representative of the Institution for Social Affairs. According to her words, in order to favour the improvement of life’s quality of persons with disabilities, it is vital to create awareness by searching for good practices that have been carried out both at local and national level. The event was concluded with the projection of some videos and good practices currently implemented in the Calabrese context.

Disability caused by spinal cord injury, patient’s needs and social costs.

The Health Department of the Istud Foundation with the collaboration of the Institute for Social Affairs carried out the first fully accomplished investigation on what happens to a person with a spinal cord injury and on the expenses that this disability implies. The research “Needs and costs of the patient with spinal cord injury and of referential family units” will be presented in Rome on 10 of December during a seminar held at the Spinal Unit of the Orthopedic Trauma Centre “A.Alesini” located in Via San Nemisio 21, from 10.00 to 13.00. Doctors, psychologists, workers of the social and health sector and representatives of people with disabilities will attend the event.

Independent life and support to the families of people with disabilities

From the round table held in Ardore on 21 November 2009 it came out that a deep loneliness is what characterized the lives of people with disabilities that are also worsen by a lack of knowledge of their rights and by a scanty home assistance. Paradoxically, it must be pointed out that, integration in schools is high, this is possible thanks to the effort of many support teachers, that, unfortunately, do not carry on with the activities at home with the families.

About one-hundred people coming from all the Locride area took part in the event, among them: young people, people with disabilities, social operators, teachers and institutions’ representatives.

Among the various proposals for the future It should be emphasized the interesting idea of turning Casa Mamre, location of the venue and former juvenile prison, into a recreational centre for the activities and the stay of young people with disabilities together with their families.

The inclusion of children with disabilities through the increase of the awareness of the role of the family

On 25 November in Parma the Municipality of Parma hosted a round table, organized by the Institute for Social Affairs. The event turned out to be an important occasion for Representatives of Institutions, Associations and Civil Society to reflect and confront each other on policies and processes for the inclusion of the persons with disabilities. The discussion focused on experiences and best practices which have been carried out on the territory.



 

The challenge of good practices

From november 19 the new site, both in Italian and English, is available online. This is an observatory on the social inclusion policies dedicated to disability and the good practices on the national territory. This is an initiative in the framework of the “Disability and Social Exclusion” project for the online setting and the sharing of activities and experiences on the inclusion of people with disabilities.

Project

To overcome prejudices and stereotypes, to enhance experiences and best practices, to spread information through concrete initiatives on the territory in order to allow for a full participation of the people with disabilities. This is the goal of the project “Disability and Social Exclusion” (DSE) co-financed by the European Commission. Through territorial and communication plans, the programme aims at carrying out a real cultural change for the overcoming of discriminatory behaviours towards people with disabilities, that are still widespread in our country.
